Councillors used the application during their `surgeries` with the public to record details of the meetings, take actions including diary integration. Based on the outcome of these actions the application would integrate seamlessly with Office XP generating letters, faxes and emails based on standardised templates. The application had to be secure and ensure that the confidential material contained was stored and processed in a secure manner.
This application had to be `self-teaching` and include help and advice tips so that any councillor or local government worker could walk up and use the application with no training.
